Dr. Vince SEE Eng Teong

Dr. Vince possesses extensive legal knowledge, experience and skills in legal practice. His knowledge of Corporate & Commercial Law aside, he is the only Malaysian lawyer with post-graduate degrees covering such unique, pioneering areas of law as Aviation Law, Competition Law, International Space Law, and WTO Law.
With his Corporate & Commercial practice experiences from law firms such as C&A, and as in-house Counsel at MNCs, including the manufacturing and transport sectors, he is well placed to advise clients on a whole range of Business and Corporate Law issues relating to doing business, whether in Malaysia or across the borders.
He is also experienced in Dispute Resolution, having gained his Dispute Resolution practice experiences from established law firms such as RDL. It is, indeed, his experiences from Dispute Resolution that provide him with the foresight and skills to resolve corporate and commercial disputes and to deal with enforcement authorities in various forms of administrative investigations, whether by the Bursa, Securities Commission, Malaysia Competition Commission, Inland Revenue Board, Royal Malaysian Customs or others. His experiences from Dispute Resolution also enable him to foresee potentially contentious issues, and craft the relevant commercial documentation accordingly.
In the area of Competition Law, he has given seminars and trainings to trade associations, State development corporations, and various State chambers of commerce and industries at various public occasions on Competition Law in practice and the significance of compliance. In addition, he was engaged by the competition authority to draft three Competition Law guides, and has published articles in leading international Competition Law journals.
As a former General Counsel for an air carrier, he was the Lead Counsel for the carrier’s project to join an international alliance. He was the sole Counsel awarded with a diecast aircraft model specifically manufactured to commemorate the event, in acknowledgment of his outstanding contributions. He was also the carrier’s Lead Antitrust Counsel and was instrumental in designing and implementing the carrier’s Competition Compliance Programme.
He holds a Bachelor of Laws degree from King’s College London, and a Master of Laws degree in Air and Space Law from the Institute of Air & Space Law (IASL), McGill University. When studying at the IASL—the world’s first and oldest institute specializing in Aviation Law—he was granted an air & space law fellowship. He also holds a Doctorate degree with a thesis on Competition Law from a prominent university overseas, which he obtained upon a State scholarship. Academic qualifications aside, he has been a Barrister-at-Law of The Honourable Society of Lincoln’s Inn since 1996, and Advocate and Solicitor of the High Court of Malaya since 1997.
His interest in air transport extends from Aviation to the Outer Space. While pursuing his LL.M. degree at the IASL, he was a researcher for and contributed to the publication of the Space Security Index 2016.
The combination of his legal knowledge and experience, as both corporate counsel and private practitioner, has made him an all-rounder with the ability to advise his clients on a wide range of business transactions and business law issues, including merger and acquisitions (whether cross-border or domestic), tax and customs issues, employment law, corporate insolvency and restructuring, listing rules and compliance, ESG, and dispute resolution, yet retaining his specialties.
Law practice aside, he is active in CSR works. He has served as legal adviser to a number of professional associations and on the Governing Board of bilateral business councils. He also sits on the Bar Council Committees, and has acted as Counsel for the Bar Council.
He has been invited to speak on various legal topics and spoke live on the national radio. He was once interviewed for an article titled “Chasing Tigers”, published in the International Bar Association’s Global Insight.
